FHCQ Care Outcome Assessment Programs
There are four active Care Outcomes Assessment Programs (COAP) built around their respective clinical registries that record a significant percentage of all procedures in Washington State.
Almost every hospital in the state participates in one or more of our programs:
Cardiac COAP - for cardiac procedures (100%)
Spine COAP - for spine surgery (70%)
Surgical COAP - for bariatric and bowel surgery (30%)
OB COAP - for obstetrical care (35%)

These registries are abstracted directly from patients' medical records -- it is not taken from administrative data.
Members of the Programs (such as hospitals) have access to all their own data and to limited data on the other members' aggregate data. However, in order to be actionable the data are very detailed and could identify provider and patient so they are only available within the constraints of our stringent data use agreements.
The programs aim to be transparent with hospital performance results, but as a practical matter not all the programs are ready to be transparent--Cardiac COAP is most advanced in getting to transparency--the other programs are at various stages. At this time, the FHCQ website is under (re)construction and we hope to massively improve our information presentation in the next few months.
